If Wildlands takes place before Future Soldier, why does Mitchell hold the rank of Lieutenant Colonel instead of Major? Is it just an oversight or is there an in-story reason behind this?
Because only a sector of the drone swarms were made autonomous accidentally. Trey Stone still controls the other sectors, which means groups like Raven’s Rock and Bodark can come and go as they please as long as Stone allows it.

I recently started reading Wildlands’ tie-in novel and notice that, one, it states that Nomad joined the Ghosts after the Mexican Rebellion and had been a Ghost for 4 years before the events of the book and two, it incorrectly refers to the Ghosts has Group for Specialized Tactics even during the Mexican Rebellion even though Scott Mitchell reorganized the Ghosts into the GST in the 2020s. The mission to Venezuela is said to take place in 2017(according to in-game dialogue in Breakpoint) which would mean that Nomad joined the Ghosts in 2013 not 2014
