Black Sheep is a main mission of Episode 2 in Ghost Recon Breakpoint DLC Deep State.

“ Dr. Hollie Mackenzie, an engineer tied to CLAW, seems a potential lead to the Strategist and Midas. ”
1. After Nomad goes after Hollie Mackenzie, Sam calls him to explain that she is a doctor in ornithology and studies birds and their flock behavious as well as migration patterns. Go to a watch tower on the eastern side of the Jace Skell Dam in Restricted Area 01. Dr. Hollie Mackenzie can be found on the roof of the tower observing a flock of birds flying in the distance. Talk to her. Hollie explains that she is being forced to work for the Strategist by Sentinel and that her daughter, Ruby, is missing and Sentinel are looking for her. She sabotages Sentinel's drones and makes illegal drone races that get her and Hollie into trouble. Hollie asks in return for her help that Nomad brings Ruby back home.
2. Head towards Devil Forest. You will find a patrol of Sentinel troops by a broken drone. Interrogating them grants the location of Ruby's last known position. Ruby is found by cliffs near a crashed Azraël drone with an Aamon drone searching nearby. Destroy the drone and talk to Ruby.
3. Ruby explains that Sentinel are working on new drone technology with signals sent from series of relay towers, which have been interfiering with Ruby's drone races asks Nomad to destroy them to cause mayehm with Sentinel. She tells Nomad that the only way to find the towers' locations is to find a network key from a drone's motherboard linked to the towers and that she was doing just that before the drones swarmed her.
4. As Nomad is heading to the nearby training camp, Ruby taps into Nomad's radio frequency to tell him that he can send the key via Nomad's phone. Nomad isn't happy with that and calls her an "insufferable kid".
5. The Training Center is patrolled by Sentinel troops as well as Incubus and Succubus drones. A single Incubus contains the network key. Destroy the drone and retrieve the key. Ruby contacts Nomad with the locations of the relay towers and tells him that there is a helicopter parked nearby.
6. There are 5 relay towers around the western section of Restricted Area 01 which need to be destroyed. First one is on top of the watch tower of the camp, secoind is near where Ruby was cornered by the Aamon drone, third is next to a Legion launcher near the Omega R&D Center, fourth is north of Gate 06 on the watch tower at the end of the wall and the fifth and final is between Stony Creek Village and Gate 04 as well on a watch tower.
7. Nomad calls Ruby to tell that the towers are destroyed. Ruby heads back to home. Meet Ruby and Holly at their house in Freeman Residences by Lake Elizabeth. The residential area is patrolled by Sentinel troops, but you only have to talk to Holly, so just sneak your way into their house by the lake, you don't have to eliminate anyone.
8. Nomad finds Ruby and Holly arguing about Ruby getting into trouble by breaking the rules. Ruby demands her mother to help Nomad now that she is back. Holly explains that she studies birds' migration patterns that is useful for improving A.I communication. She helped develop the Legion swarms with her knowledge. The Strategist forced her to work on experimental synchronized group communication between the operator and the drones. She says that she can give Nomad a 10 minute window to get a plane to extract the Strategist off the island by disabling the drone swarms for that period of time. Nomad tells Ruby to stay off his comms. Nomad contacts Sam about the situation and also tells him about Ruby's potential. Sam promises to keep tabs on her. The mission ends.
