President David Bowers was in office during the 2007 Korean conflict, and after the sinking of the USS Clarence E. Walsh, deployed the Ghosts under the command of Captain Scott Mitchell.
Three months after the conflict ended, he ordered the Ghosts to intervene when Major General Paik's seized nuclear weapons.
