Deputy Director Davis is a key CIA official. In 2019, he was briefed by Agent Karen Bowman as to her efforts in toppling the Santa Blanca Cartel. After DEA Special Agent Ricky Sandoval's cover was blown and the rebels failed, Davis asked his agent how she was going to clean up the mess. Bowman then requested that the Ghosts be sent in.
