El Pulpo (The Octopus), real name Octavo Allende, is the chief accountant for the Santa Blanca Drug Cartel. He serves as a "buchon" under Nidia Flores and is in charge of the cartel's money laundering operations. He is in control of the Barvechos province of Bolivia.
His father was a lawyer for Santa Blanca narcos in Mexico, while he befriended a bunch of narco juniors. After his father was killed, El Pulpo took his place as lawyer and accountant to Santa Blanca in 2010. El Sueño asked El Pulpo to develop the needed relations for laundering money in Bolivia and to keep an eye on money flows within the cartel.
He was once sent to Venezuela to work with the Amazonas Free State to see if they would be good partners and met the captured Ghost operator Nomad.
Wagner is his right-hand man, and is captured by the Ghosts to find information on El Pulpo.
