James Ballantine is the President of the United States of America in 2013. During the NAJSA meeting of that year in Mexico, he was captured by Ontiveros' Rebel forces. He was rescued by a Ghost team led by Captain Scott Mitchell, although the nuclear football was lost.
A few days later, he oversaw Mitchell's attempts to stop a nuclear launch against America.
