Background
The province of La Cruz offers a rugged relief covered with thick forests in the eastern part and fertile fields for its western part. Rio Uruqui is the western border. The activities of the inhabitants are focused on forestry and soybeans in the east and cereals and cattle breeding in the west.
The village of Isque is dedicated to forestry, while the village of Santa Elena is focused on livestock and cereal crops. An ancient monastery, San Rodrigo, built on a mountain has been abandoned for 50 years.
The province of La Cruz was not part of the plan of the Santa Blanca, so it had been spared by the Mexicans. However, an event has put it into the hands of the cartel. A large forest fire devastated the province and the village of Isque burned almost entirely. Several people died in the tragedy and hundreds across the province ended up homeless, their houses having burned.
This natural disaster marked the Bolivian opinion and Sueño saw an opportunity to improve the image of his cartel among Bolivians. The Bolivian state struggled to help the victims of the disaster, but the cartel created from scratch an NGO: Santa Esperanza Blanca. With the help of millions of cartel dollars, a village of tents was put up to provide a first refuge. Then a modern hospital was built with prefabricated buildings. Doctors and nurses took care of the population for free.
This operation was a great success. The people of the province now see Mexicans more positively. In neighboring provinces, sick people start to move to qualify for free care in hospital.
