Background

The province of Libertad follows the high valley of Rio Uruqui. The whole valley is wooded, which allowed the development of an important silviculture.

As other provinces in Bolivia, Libertad has access to important mineral resources. Big gas deposits were discovered and are now exploited. This exploitation is operated by Via B Gas and is today the main activity of the province, giving it a certain opulence.

Libertad City is the capital of the province, where Via B Gas has its headquarters. You can also find, once a week, a witch traditional market, where you can buy all sort of talismans, ointments, and potions. The village of Viloma accommodates Via B Gas laborers working on the most isolated deposits. The village of Pa Kollu, near Libertad, is reputed to be inhabited by witches.

The Santa Blanca ignored Libertad when getting installed in Bolivia. Once the cocaine production was launched on a large scale, there was the issue of chemical precursors. How to easily get 10 tons per week of chemical products controlled by the legislation in a country with no chemical industry? Libertad was the solution.

The exploitation of gas fields makes Via B Gas a big consumer of chemical products that are imported and shipped directly in the Libertad airport. The Santa Blanca proposed the following deal to the company: it would import the chemical products that the cartel needed. The cartel would pay the proposed price and let Via B Gas freely exploit its gas. If refused, unfortunate accidents would happen in gas fields. The company was forced to accept.

Since then, the Santa Blanca has settled in the province to guarantee its chemical precursor branch. It is present in Libertad and in most villages. Marcus Jensen, a young chemist, is responsible for the branch and the school of chemistry opened by the cartel in the previous technical school created by Via B Gas.

Concerning Via B Gas, it still honors its contract with the Santa Blanca, but it moved its headquarters to another country.
