The Modulated Neutron Initiator is a WMD built by Anka Jovanovic for Nicaraguan President Raphael Rivera. The weapon was constructed in a secret lab in Jordans Cove, and the weapon and its creator were captured by The Ghosts during the rebellion before it could be used.
