President Ruiz-Pena is the President of Mexico in 2013. He is rescued by Captain Scott Mitchell's Ghost unit during Ontiveros' rebellion. Mitchell escorts him to the Embassy, where a bomb blows it up and Mitchell's unit must fight off rebels until help arrives.
