Skell Foundation is a branch of Skell Technology aimed at recruiting young talent and managing the overall World 2.0 project on Auroa. Its head office building is the remnant of the original Skell Foundation Headquarters, which was a dual tower complex; one of the towers was destroyed in a terrorist attack attributed to the Outcast faction.
All that remains of the destroyed building is a slab along with some rocks that have now been transformed into a decorative fountain. A marble, life-sized memorial plaque in front of the area bears the names of the 30 victims and the date of the attack. A part of the surviving tower is used to welcome and impress newcomers to the archipelago. It serves as both Human Resource offices and a showroom, displaying the marvelous process of creating World 2.0.

Haruhi and Daigoroh Ito destroyed one of the towers to protest against Project Deus with the use of Paula Madera's revolutionary energy cells, which Daigoroh modified into thermal explosives. However, they were unaware that the building was still occupied by at least 30 civilians.
As a result of the bombing, Jace Skell wanted to bring more security on the island. As such, Peter Miles came with funding and offered Sentinel Corporation under its CEO Trey Stone to provide security on the archipelago, with the Lieutenant Colonel Cole D. Walker brought in as a military advisor. The four partenered up to provide even more security by beginning Project Omega and the production of lethal drones. However, this was only a guise, as Walker, Miles and Stone were in secrecy planning a coup that would bring revolution to the entire world, the Wonderland.
Initial tests with the drones proved a success abroad, though with major collateral damage. However, that didn't stop Sentinel from attempting to ship the drones elsewhere. As a result, Jace Skell sunk the cargo ship carrying the drones. Because of this, miles ordered Operation Citadel to begin, with the entire archipelago cut off from the rest of the world. The blackout and the sinking of the cargo ship would provoke the attention of the US by sending a unit of 32 Ghost Recon operators to re-establish communications with the island. This, too, was part of the conspiracy, as Miles gave a heads up to Walker in the archipelago of the impending danger to their plans. The operators crash landed on the island and any survivors hunted down by the newly formed Wolves, led by Walker himself.
